Either it's a written-on-paper, signed-in-ink, referral or if it's electronic it has to be signed electronically with the referring doctor's HeSA supplied-Medicare Australia approved individual signing key, the famous, but least-used piece of technology in the health sector, the RAINBOW iKey [dongle].

This road-block to electronic referrals and electronic messaging in general has been discussed ad-nauseam on this list.

If you want the relevant documents - Act and regulation - that relate to this I'll send them to you.
