Sure, but the PwC report which NeHTA is citing, available from here
http://www.pwcglobal.com/extweb/insights.nsf/docid/e37500d7b7d65a7885256ff8006e0cb3
(after registering as Mickey Mouse...), says the following on its title
page:

"Reactive to Adaptive
Transforming Hospitals with Digital Technology

Thus I think that you owe NeHTA an abject public apology with respect to
that particular criticism.

As many people (myself included) have observed on this list (and its
predecessor) over the years, the health IT standards (cottage) industry
in Australia definitely needs reform, in particular the tendency for
participation in standards development to be restricted to those who are
funded or otherwise able to attend standards development committee
meetings in person. Movement towards a Web-enabled, more transparent
standards development fishbowl, similar to that used by the IETF
(Internet Engineering Task Force) with its RFC (request for comment)
process, would be most welcome. Similarly I applaud the recognition for
prioritisation and a clear timetable for standards selection or
development. So the document is a pretty good effort, IMHO. Now, if
NeHTA (whoops, I mean NEHTA - the mixed capitalisation of their acronym
is now passé, I am told) can just make it actually happen...

One thing though: point one in the ExecSumm says:

"In managing clinical terminologies and clinical data sets for
electronic communication nationally, NEHTA is likely to become
Australia’s largest source of e-health specifications, and will publish,
manage and maintain standards and related material on an ongoing basis.
NEHTA will also develop or commission a range of technical
specifications and a standards catalogue, the latter providing national
direction on standards adoption and application."

OK, but from the tone of that it seems likely that there are plans to
drop the T from NEHTA.

In the case of Centre/Center, perhaps they did notice them but correctly
ignored them. However, the use of US spelling elsewhere in the document,
as pointed out by Graeme Miller, is a bit of a mystery, particularly the
stern admonition given in large bold letters at the end of the executive
 summary to the document:

"Greater standardization (sic) is central to Australia’s e-health agenda."
