I haven't been able to read the document as I am travelling but,I'd like to
note David's comment that at the end of the procedure someone should have
written some software. I wonder if that can be elaborated that someone
like ourselves as an acdemic department should have done something like
write software. Aferall it is the responsibility of Universities (like
ourselves) to contribute to the solution  of difficult problems. Does the
document suggest there is need for advanced/experimental work and if so by
what avenue.
