I fear that you are dreaming. As my mate, a relatively-senior Canberra
bureaucrat [just below the SES], replied to me when I was expressing
some frustration at the approach of government/bureaucracy:
"But Greg, you've got to understand that they are never wrong!"
Politicians never admit failure in their combative/competitive world,
and bureaucrats never admit theirs, because it could hinder promotion
and threaten their power base. politicians at all points want to
minimise their accountability to the electorate, and I'm not sure who
the bureaucrats are accountable to in their 'secret service'.
The worst thing you can do is to point out their failures, even though
you'd need to be blind Freddy not to see them. Hence the treatment of
whistle-blowers. Real leaks are due to bureaucrats with a conscience,
which is itself proof of their unfitness for 'the service'.
