Unfortunately after more than 10 years, Divisions remain without any significant role in health and their survival seems ever less likely. I cant see Joe average GP allowing a Division person to install a "data extraction tool" without *very* significant incentives. I agree about asking for contracts and guarantees - I suspect most Divisions will be incapable of providing them. What I said to my local Division several years ago is that their primary "customer" was Government and their role was to deliver Govt programs to GPs via local contacts. They should cultivate their GP contacts to this end. This idea was not popular. I havent heard much since.

Richard,

I agree with you nearly 100%.

DOHA doesn't want Divisions to have any real power of autonomy. You only need to see how ADGP is organised to know that.

We've already conveyed the points I raised to the ADGP person responsible for this program. They've entered a contract without considering how fine the balance is for Divisions in maintaining GP goodwill while pushing government-initiated programs.

The other problem is that the government wants the world for sixpence, as any bulk-billing GP knows too well, so they haven't considered resourcing us properly so that everyone has the expertise. A few still do, and in Sydney we meet regularly, or those that are still employed, at least.

We are all having to get accredited, which may be useful, as we can argue 'risk-management' as our reason for not doing what they ask, unless we have appropriately qualified and experienced staff. I've had to send my qualifications and experience details to our public liability insurer each year, as I originally provided free technical support to members [now done privately in many cases] and maintain our IT infrastructure. Without this information we'd have no cover, and the same applies to having Division staff doing 'data extraction' at practices.
