I don't think it is about clasifying information at all. It is about hiding 
lack of information.

I imagine it like this:

Chairman: looks like we blew x Million dollars in x years. Time for reporting. 
What do we have to show for it?

(shuffling of feet, audible blushing of faces, sudden interest in the carpet 
pattern or ceiling pattern developed and demonstrated by all around)

Chairman: Well?

Somebdoy: Uh..., ahem, duh, ...

Somebdoy else: shouldn't that question be put to the reporting subcommittee?

(smiles light up all around. Sudden attention towards the chairman)

Chairman: we haven't got a reporting subcommittee, do we? This has to be 
investigated. I propose forming an investing committee on this, with an 
initial budget of x, and a timeframe of x. Everyone in favour?

[3 months of haggling out who gets to be the chair of the investigating 
subcommittee pass, the committee comes into existence, and after the 5th 
meeting in Timbuktu (they couldn't find another place that gave as many 
frequent flyer points to all involved, so it had to be Timbuktu) they report 
back that they suggest a reporting subcommittee should be formed ...]

Chairman: well, the report of the reporting subcomittee please!

Spokesman of tehe Reporting Subcommittee (henceforth named SOTRSC): our 
research has shon that so far we have
- had umpteenth meetings (248 page report ofn the quality of finger food and 
coffee served during those attached)
- produced x pages of meaningless glossy pamphlets (called "reports", pallett 
of samples stored in the garage, too heavy to bring nto thebuilding)
- repeated x suggestions made in the previous decade by numerous predecessors 
(see attached folders I - XCVII)

Chairman: you are telling me we have nothing to show for it?

SOTRSC: That's not what I said. I said ... (see pages 48 - 738 of the minutes)

Chairman: Aha. 

Bright Guy Form the Backrow (BGFTBR): What if we just cover it up? Make this 
whole emarrassing thing disappear by classifying any information about it?

Chairman: I didn't hear that. Nobody did. The minutes don't show it. So what 
is this nonsense somebody didn't babble about? (some shuffling noises while 
two men in black drag the gagged BGFTBR out ofthe back door. He never existed 
anyway.
