Why wait until tomorrow?  *Today* NEHTA could say: 

"The standards and systems that we are working on will take a few more
years to be worked out.  In the meantime, NEHTA advises that Argus is
working well now, is low cost, open source, standards-compliant and
non-profit and should be supported and funded immediately by the
Commonwealth and State governments as the national clinical messaging
system."
