Not to my knowledge - the brief time I suffered from a B4H plan the ISP wanted 
to charge extra for a static IP number. Good riddance - without B4H I pay a 
fraction of the money for twice the service

WHen the GPCG still existed I strongly voiced the recommendation of making 
static IP numbers a mandatory feature of B4H plans, but AFAIK the government 
cronies who decided did not accept that suggestion.

Indications for VPNs are few - communication between branch surgeries, and 
between surgery and doctor "on the move" or at home: if you look closely yo 
will find that some Divisions are abusing VPN for purpose it is not suited 
for (eg a Division wide exclusive network)
