Not to my knowledge - the brief time I suffered from a B4H plan the ISP wanted to charge extra for a static IP number. Good riddance - without B4H I pay a fraction of the money for twice the service WHen the GPCG still existed I strongly voiced the recommendation of making static IP numbers a mandatory feature of B4H plans, but AFAIK the government cronies who decided did not accept that suggestion.
