That's not the proposal. The proposal is that in Perth and say Melbourne there would be panels of experienced GPs to take 1st on-call - working shifts from 8pm - 2am in Perth and 4am - 10am Melbourne would cover rural Australia after hours from 10pm - 8am. Then, most often (say 9 times out of 10) the rural GP won't be disturbed from 10pm to 8am at all. The difference is being disturbed as opposed to not being disturbed. NOT being disturbed and staying at home as opposed to having to go into the hospital.
