What I can never work out is the minister's obsession with direct
patient billing, unless he's looking for a way that it can be made so
painless to the average citizen that they can move away from
bulk-billing, without the political odium that is the only thing that
keeps them adhering to the previous policy. Ironically, it's the public
desire for it to be maintained that keeps it in place.
We are located in the area of Oz with the highest bulk-bill rates in the
90%+ range, but we still see brave individuals who don't, and seem to
remain in business. Elsewhere I belive it's much lower. the government
is stuck with the headline average rates, which, of course, hide great
variations.
