AGPN and/or your local Division would be an alternative place to make comments. Data Elements MTV6 SV has 99 data fields of which they are thinking about dropping 30. DVA Data Elements MTV6 has a massive 43 optional fields. Of these only 13 marked for possible deletion. The remaining optional 30 data fields are excessive. The main caused of the failures with current Medicare systems are "optional fields". With Medicare Bulk billed services the most significant cause of online transmission failures are automatically rejected claims. HIC automatically rejects claims which might be "aftercare" or might be a "duplicate service". The claims do have optional fields for both. This effects >1% of the Medicare claims submitted! If two Medicare optional fields stop and require manual intervention to fix for 1% of bulk billed claims we may be able to assume a DVA 15% failure or rejection rate for the 30 optional fields? DVA could or should Automatically Reject any claims they require more information on. They need to stream line the claim fields in "Data Elements MTV6' from 99 to about 20. Even if the rejection rate hits 15% it would be better than each claim having 99 data fields. A quick review of a paper claim shows only 16 fields used and 14 optional and unused fields. To the best of my knowledge the four Doctors have never used any of the 14 optional fields. Why is DVA trying to make online claims significantly harder than paper? I was very surprised or shocked to see the several fields' requiring private clinical details remain on the DVA wish list. The biggest issue DVA seems to be overlooking is that 99% doctors do not complete invoices. My staff cannot and should not have access to the information you are asking for DVA Data Elements MTV6 especially the optional fields.
