But perhaps an answer your question -- you may be in some luck -- since you are running 4.2 - you have the new feature "QOS" (Quality of Service) and the mmchqos command that allow you to cap or throttle IO intensive "maintenance" commands like mmapplypolicy and mmrestripefs. --marc of GPFS.
