An OS reboot is almost never necessary. For some SpectrumScaleFileSystem
(SSFS?) configuration changes you might need to `mmshutdown; mmstartup;`
on some of your nodes.
That can be disruptive, so should not be taken lightly on a production
system, but definitely much quicker than a "full reboot".

question -- What did you mean by that?
But perhaps an answer your question -- you may be in some luck -- since
you are running 4.2 - you have the new feature "QOS" (Quality of Service)
and the mmchqos command that allow you to
cap or throttle IO intensive "maintenance" commands like mmapplypolicy
and mmrestripefs.
