We put different customers into their own filesets, and we put hard
quotas on the filesets and we charge by the allocated quota and not by
the current "usage". I.e. their quota is their "usage".
IIRC billing is monthy and quota adjustments are manual and infrequent,
and I'm guessing the adjustments are pro-rated.
