are you doing AFM over NFS or AFM over GPFS protocol?
 
Depending on how you have it configured you could potentially set up some bandwidth management at the network layer.
but there isn't anything natively within Scale that will allow you to restrict the bandwidth.
 
Most cases i've seen we are trying to tune the links to improve bandwidth and reduce latency rather than restrict the bandwidth.
