The simple answer would be NO, but: While the code will only enforce not configuring CES and CNFS on the same cluster - it wouldn't know to do that between clusters - so I don't believe anything will prevent you from configuring it. That said, there might be implications on recovery that might lead to data corruption ( imagine two systems that don't know about the other locks for the reclaim process).
