The GPGTools Preferences is only installed in the Administrator account Library 
folder AFAIK.
I had to copy the GPGTools Preferences Pane over to my user account to reset it 
for the user account.

Could the GPGTools Preferences Pane be installed system-wide, or else to allow 
for fixing of individual user settings from the Admin account?
