I experienced the same problem. I suggest you go to http://lists.gpgtools.org/pipermail/gpgtools-users/ , click Thread under April 2001:, and follow the thread "GPGMail Installs but Does Not Function". The people on this list led me through the process of finding what was wrong, and showed me how to correct it.
