I am "registered" with PayPal, but I don't hold an account with them. When I have to make a payment to a vendor that requests PayPal, I am presented with the option to use any major credit card, or to pay through a PayPal account, which I don't have and refuse to have. The payment goes through the credit card institution, and I routinely get an e-mail from PayPal confirming that the transaction has gone through, and reminding me that "I should register for a full account with PayPal, blah, blah". I never do.
