As you can see limit is set to 7 but only 2 downloads are running.

When the network connection is lost, gpodder does not time out downloads.

How to reproduce:
1 - Start a download.
2 - Disable and reenable network adapter (to force connection loss).
3 - Wait forever and downloads are not timed out.

Also if you have enabled the "limit downloads to" option, gpodder will not
start downloading the next queued items even if you manually cancel the lost
connections. A workaround to resume downloads is increasing the "limit
downloads to" value. I am attaching a screenshot of this issue.

How to reproduce:
1 - Set a value to the "Limit downloads to" option.
2 - Add several downloads to the queue.
3 - Disable and reenable network adapter.
4 - Cancel lost connections.
5 - The rest of the queued items won't start downloading (increase "limit
downloads to" value to resume queue).
