This is not a bug. The development version is NOT 0.13.1. Actually, it's
somewhere between 0.13.1 and 0.14.0, but it will only be released as 0.14.0
some time in the future.
0.13.1 is actually a branch off 0.13.0, including bugfixes from the current
development version.
So, thanks for your bug report, but this is not really a "bug", just us being
lazy changing the version number in the development version. You are right that
this might be confusing for some people. I might change this in the future.
The actual release of 0.13.1 should be done soon, so watch our news page on
gpodder.org :)
