Based on bug 19, this feature requests extends the resume functionality
implemented there:
* Pause a download via UI (in addition to "abort")
* "Download later" (add in "paused" state; default in offline mode)
* Pause downloads when going into "Offline mode" (see bug 107)
* Ask for download resume when leaving "Offline mode" (see bug 107)
