dubhousing mentioned that we should have descriptions for configuration options
on IRC this morning. I happen to be avoiding doing other work atm so I got it
done :P
The attached patch adds the descriptions to the configuration manager. I
surrounded all the strings with _() so they can eventually be translated, but I
don't have the time to figure out how to set that up.
I also added a page on the wiki with all the options:
