I use gpodder 0.15.2 through an internal proxy server and I confirm this bug.

If I set custom http proxy in configuration file I can't update RSS:

[ 120.775] Updating channels....
[ 120.780] SQLite connection for thread -1240065136 opened.
[ 120.782] (Storage) Channel list read, 2 entries.
[ 194.686] (Config) Flushing settings to disk
[ 309.871] (Cache) Strange status code:
http://downloads.bbc.co.uk/podcasts/worldservice/gc/rss.xml (None)
[ 309.871] Channel
http://downloads.bbc.co.uk/podcasts/worldservice/gc/rss.xml is up to
date
[ 498.910] (Cache) Strange status code:
http://downloads.bbc.co.uk/podcasts/radio4/r4report/rss.xml (None)
[ 498.910] Channel
http://downloads.bbc.co.uk/podcasts/radio4/r4report/rss.xml is up to
date

but if I set system variable "http_proxy" and I change gpopper
configuraton to use it the update works fine:

[ 8.533] Updating channels....
[ 8.533] SQLite connection for thread -1240044656 opened.
[ 8.535] (Storage) Channel list read, 2 entries.
[ 9.547] (Cache) Using cached feed:
http://downloads.bbc.co.uk/podcasts/worldservice/gc/rss.xml
[ 9.547] Channel
http://downloads.bbc.co.uk/podcasts/worldservice/gc/rss.xml is up to
date
[ 10.471] (Cache) Using cached feed:
http://downloads.bbc.co.uk/podcasts/radio4/r4report/rss.xml
[ 10.471] Channel
http://downloads.bbc.co.uk/podcasts/radio4/r4report/rss.xml is up to
date
