When running gpodder for the first time, the user is presented with a
wizard-like screen asking which podcasts to subscribe to. After this step
they're offered to start the downloads immediately. However, at this point they
have yet to define which download limits apply to their connection (bandwidth,
simultaneous downloads).

This is a minor nuisance which only presents itself at setup time, but it would
be nice if the wizard would query the user for these settings before proceeding
with the download.

The same remark applies to the following settings:
* Update feed cache on startup
* Update feed cache every n minutes
* Proxy settings perhaps (don't know if this really belongs in a "short and
simple" wizard)
* Download folder

It might be simpler to just present the user with the settings screen on a
first run since there are only 4 tabs with relatively few settings on each.
After saving the settings, the subscription wizard could be triggered. This way
the application would retain the user friendlyness of the "first run" wizard
currently present, but with a correct setup.
