Can you check what Python assumes to be your $HOME? (basically by executing something like "import os;print os.path.expanduser('~')" and posting the output here). There is no installer in gPodder 2.0 for Windows. Are you sure you downloaded the application from http://gpodder.org? Which version of Windows are you using?
