I know that for some podcasts, they have MP3 and OGG feeds available to
subscribe to. Personally, I choose the OGG feeds since the quality is better,
at the same file size. (They could technically make the files smaller with
comparable quality to their MP3 feed.)

The problem is that the MP3 and OGG feeds are considered two different
podcasts. In other words, if the podcast "Random Tech News" has 30 subscribers
to its OGG feed and 70 subscribers to its MP3 feed, then it will have an unfair
popularity score. Even though the podcast "Random Tech News" has 100
subscribers, it will show as only having 70 subscribers.

Is it possible to merge podcast feeds, even if manually, based on their audo
format? It may be impossible to do in a short amount of time, but as time goes
on, there will be fewer and fewer podcast feeds to merge, while maintaining a
more accurate toplist.
