A CLI interface already exists with the name "gpo" in recent gPodder versions.
You can use it (although not all features are implemented) to download podcasts
and update the feed using SSH/the console.

Great :) I'm assigning this bug to you. If you come up with a patch or a
separate utility, we can include it in the next release.

If you want to try yourself on a Web UI / Daemon, please have a look at the
source of the "gpo" utility. Ideally, you would only use the "gpodder.api"
module, and if it has something missing, we can add to it (the "gpodder.api"
module is thought as a "stable" API into the gPodder core code, so we don't
need to fear breaking utilities when refactoring the "inside" - we only have to
make sure the "gpodder.api" module is still satisfied with its hooks into the
code).
