I'm having the same difficulty -- no more than 10 KiB/s after importing an OPML file on a new account, and this after upgrading my internet speed to 10 Mbps. The OP wrote nearly a year ago with this issue; I'm using gPodder 2.15, which is the latest version -- so not sure if trying a version from Git would make a difference. For what it's worth, I ditched the database and .conf files, which were all automatically rebuilt upon restarting gPodder.
