You can see its current value by going to "Podcasts" -> "Preferences" -> "Edit config" and then typing "mimetype_prefs" in the search filter text input. But then again, from the feed I don't see anything that would suggest that gPodder would try to get the OGG file. There's only one <enclosure> per item, and it's the MP3 file. The link to the OGG file only appears in the shownotes.
