Yes, gPodder has a focus on usability. But as it turns out, even my free time that I dedicate to gPodder is limited, and other issues are classified as more important right now. Feel free to come up with a patch to provide the necessary feature. Nobody is forcing you to use gPodder. Also, sometimes resuming a download when the active interface changes is not something that users might necessarily want (imagine switching from Wifi to a 3G connection without an unlimited data plan - if the application resumes a download "behind the user's back", it might not be at all what the user wants and it can get expensive). Usability isn't "Try to do everything automagically".
