Right now, the CLI only supports downloading files in one go.
Add support for resuming downloads by checking (like the Gtk UI) which files
exist and add these downloads as paused downloads at start. Also make it
possible to pause/resume downloads in the CLI UI, so that the download_task of
PodcastEpisode objects get set correctly.
This is needed among other things to fulfill the requirements of bug 1534 when
using the CLI UI.
