I was experiencing this error as well. Thomas is correct in that it seems to relate to msvc*.dll files. My issue in particular was that a directory was added to the PATH by the Intel® SDK for OpenCL* Applications 2012 (http://software.intel.com/en-us/articles/vcsource-tools-opencl-sdk/). Removing it caused the startup error to go away immediately.
