If I understand the pull request properly, then there would be logic added to look for a environment variable GPODDER_DOWNLOAD_DIR that would be a precise path for the destination of the download directory, without an additional "downloads" appended to the end of it. This is the correct read, then, yes, I do believe this would do the trick! I would just set the ENVIRONMENT variable in Windows System and be done with it.
