Very sorry to bother everyone - I thought I had already tried disabling AHCI 
and setting ATA mode, but apparently this did the trick - either that or 
removing the local hard drive altogether.  In any case, I was able to install 
Windows 7 to the iSCSI volume and it is not booting and finishing the setup.
