thanks for your answer.

I disabled the contraction hierarchies and I set the encoding manager with
FOOT value but I still get the same error.

hopper.disableCHShortcuts();
hopper.setEncodingManager(new EncodingManager("FOOT"));

So I suppose that the problem is related when I import the osm file via
graphhopper process.

How can I know if the osm file has the information for encoding FOOT? I
extracted the osm file from BBIker extracts.
