Hi Emux, thanks! That is a bug. The car encoder assumes that the OSMWay with cycleway is ignored (due to if (!defaultSpeedMap.containsKey(highwayValue)) in acceptWay) but it isn't as also bike is included.
Please create an issue - I'll fix.
