From my experience you probably need:

- Offline map: Mapsforge

- Offline routing: GraphHopper

- Turn by turn instructions: GH produces them, check its API

- Voice navigation: Android has text-to-speech (provided it supports your language)

- Live traffic cannot be entirely offline.
