This is only a guess, but you may try setting alignToFrom to true
(http://readthedocs.org/docs/graphite/en/latest/functions.html#graphite.render.functions.summarize).
The default behavior of summarize causes the 'buckets' that are created
to shift based on the first time returned by the underlying series
(which may be for instance 10 seconds after the minute rather than at
:00 of the minute).
