The step size is set as soon as the first metric is sent to graphite.
You must run 'whisper-resize.py' on the .wsp files that have already
been written to change their retention rate. At this point, the old
data is probably already gone, so if you want, you can remove or rename
the .wsp file and is should be re-created t the correct retention rate.
Check it with 'whisper-info.py'
