Couple pieces of information:
1.) What does iostat -dxk 1 report? Does it look like you're topping out on
utilization? Does it spike and them back off?
2.) You may want to try some of the suggestions in the question listed below
in a DEV envoionment to see how the system responds

Also see if setting WHISPER_FLUSH = True help
