Hans Schou confirmed that the question is solved:
Sorry, got it, my fault.
In /etc/apache2/sites-enabled/graphite.conf I had:
PythonPath "['<%= node['graphite']['doc_root'] %>'] + sys.path"
I replaced it with:
PythonPath "['/opt/graphite/webapp'] + sys.path"
And all working now.
