Daniel Wittenberg confirmed that the question is solved:
I was able to inspect the HTTP traffic and found that it couldn't
generate the graph, and found that it didn't have all the font packages
installed that it wanted. I compared the installed font packages from a
working server and found the missing ones and all is good now.
