007reader posted a new comment: I set REPLICATION_FACTOR=2, but it didn't change the situation. Looks like it is using consistent hashing because each metrics exits in one instance or another, but not in both. I tried setting RELAY_METHOD = rules and in relay-rules.conf set destinations = host1:2003,host2:2003, but the behaviour is still the same.
