Maxim Vorontsov gave more information on the question: Well, if I create *.wsp by hands with python /opt/graphite/whisper-0.9.10/bin/whisper-create.py /opt/graphite/storage/whisper/carbon/agents/EXO-HTTP1-a/committedPoints.wsp 60:129600 it works.
