Jason Dixon proposed the following answer:
You need to set CARBONLINK_HOSTS = [] explicitly in local_setings.py.
Commenting it out causes it to use the default settinng of
CARBONLINK_HOSTS = ["127.0.0.1:7002"] in settings.py.
