Fresh install these should work out of the box:
export PYTHONPATH=/opt/graphite/webapp
export DJANGO_SETTINGS_MODULE=graphite.settings
/usr/local/bin/django-admin.py makemigrations
/usr/local/bin/django-admin.py migrate auth
/usr/local/bin/django-admin.py migrate --run-syncdb
