Hello, there is a new add-on script to create KML from GRASS vectors.
It is available at http://grasslab.gisix.com/scripts/v.out.kml/ and also linked under http://grass.gdf-hannover.de/wiki/GRASS_AddOns It works pretty good for me, but please send feedback if things need to be improved.
