For fixing C modules it should be as hard as testing a return value and
calling G_fatal_error() with "DB unset. Please run db.select".
For scripts it should be as simple as either calling db.select in the
script if unset or just letting the C module's G_fatal_error() spit out
the appropriate error.
I imagine you mean db.connect instead of db.select...
