#78: gis.m's help page not processed correctly

Hi,
I notice that gis.m's help page does not get the <HTML> header, --html-
description, and footer applied to it. d.m manages to get this so gis.m
should be able to as well. It goes use the standard parser interface and
--html-description does work.
